Historicial Development: The W. F. Horsey sawmill at Votaw appeared in a Santa Fe railroad circular, dated March 28, 1904. It was a small mill, cutting only 6,000 board feet per day. It is possible that the Kirby Lumber Company was affiliated with this mill in some capacity from late 1904 until at least January 1907. The mill did not appear in a Kirby mills evaluation of February 1904. The Kirby Lumber Company, according to Lumbermen's Credit Association records, owned and/or operated some type of sawmill at Votaw from late 1904 until at least January 1907. The only Votaw mill listed in the Lumbermen's Credit Association's publications from 1905 to 1907 is that of the Kirby Lumber Company. Kirby set up a “branch commissary” at Votaw for use by the woods crew in 1909.
